Observation: Two compartment sink in main bakery area has pipe from cooling equipment of cooler unit draining into it.
Liquid is draining over drying rack, under "cleaned" bakery equipment and into second compartment of sink.
Staff explained cooler has been repaired recently and this was the result.

Corrective Action(s): The draining of cooler fluids into the second compartment of the sink renders this sink as not usable for washing of bakery equipment.
Do not use this sink for washing of equipment. Do not use the drying rack for clean dishware
This plumbing will have to be re-routed into floor drain.

Observation: Staff washroom lacking paper towels
Second two compartment sink in second bakery area lacking liquid soap.

Corrective Action(s): This is a repeat violation.
Ensure all hand sinks are adequately supplied with both hot and cold potable water, liquid soap in liquid soap dispensing unit and single use paper towels from single use paper towel dispensing unit.

Observation: Severe ongoing rodent infestation at facility.

Corrective Action(s): Have Pest Control company conduct emergency inspection. Need action plan.

Observation: Holes exist in walls in multiple areas.

Corrective Action(s): Seal any holes with non-chewable materials
Discuss action plan with Pest Control Company. Rodents are in the walls and the constant sealing of holes only leads to new holes. Discuss strategies with Pest Control Company.
Contractor may be required to seal bottom wall portion with wood/metal sheeting/concrete.

Observation: Rodent droppings and evidence of urine staining observed throughout:
- Floors
- Lower shelves
- Pallets
- Equipment.

COMMENTS
- Pest control program in place
- Coolers achieving temperatures of less than or equal to 4 degrees Celsius
- Freezers achieving temperatures of less than or equal to -18 degrees Celsius
- Sanitizer solution in use throughout food preparation areas and at concentrations of greater than or equal to 200ppm Chlorine - Only one bottle observed
- Two functional sink plugs available for use observed
- Hair restraints in use - Hair Nets
- Back door closed during inspection and tight fitting
- Pest proof containers for most dry storage items
- Scoops placed external to dry storage bins
- Light covers in place
NOTE: Facility has obtained pest proof containers for all bags of flour and other dry goods upon recommendation of EHO from previous inspection. Door sweeps have also been installed into office.

REASON FOR CLOSURE ORDER:
13. Equipment/utensils/food contact surfaces are not maintained in sanitary condition [FPR s. 17(1) – s. 16]
16. Premises is not free of pests [FPR s. 26(a)]
17. Food premises is not maintained in sanitary condition [FPR s. 17(1)]

THE FOLLOWING ACTIONS MUST BE TAKEN:
FACILITY IS CLOSED - CLOSURE ORDER ISSUED DUE TO SEVERE RODENT INFESTATION AND POOR SANITATION
The following actions must be taken:
1) Cease all food production immediately
2) All food must be examined for contamination and discarded if contamination by rodents has occurred
3) All rodent feces must be removed, the area cleaned and sanitized with a bleach sanitizer solution of 200ppm Chlorine
4) All dishes, utensils or counters or equipment exposed to, or potentially exposed to, rodents must be cleaned and sanitized
5) All dirty surfaces, including but not limited to light switches, counters, backsplash, handles, floors, shelves, pallets, dough mixer, dough roller, pallets, rolling racks, etc., must be thoroughly scrubbed and cleaned
6) All holes must be sealed with non-chewable materials
7) Pull all items from shelves, clean and sanitize
8) Emergency inspection with Pest Control Company
9) Action plan required from meeting with Pest Control Company
10) Destroy all cardboard packaging that is contaminated by rodent feces
11) Facility is to remain closed until granted Approval to Operate by FRASER HEALTH DEPARTMENT
12) Closure Order is to remain posted until removed by FRASER HEALTH DEPARTMENT
13) Do not move, alter, cover, destroy, etc Closure Order


NOTE: Facility will most likely require extensive renovations to deal with infestation that is in the walls. As part of the Action Plan the facility must address the infestation in the walls and have a timeline ready for opening inspection. Do not contact Fraser Health until such time as the above items are all completed. If the above items are not completed reopening will not occur.
