Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following were observed at the time of inspection;
- Two electric outlets in main play area were exposed and accessible to children
- A small cupboard latch was open and children had access to scissors and kitchen knife stored in the cupboard. Licensee stated it is locked all times and they just forgot to lock this morning.
Corrective Action(s): Ensure children do not have access to anything that may be hazardous to their health and safety.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: 2 ECE licensed staff are working in the program. Licensing notes that their ECE certificates are not verified form ECE registry. Licensee stated that she was not aware of the process. Licensing discussed and explained the process to verify ECE certificate for all staff holding ECE certificates and to keep the documentation in staff file for licensing to review at the time of inspection.
Corrective Action(s): Ensure stafff files are complete.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Review of 7 children files noted one child was missing MSP or Care Card number.
Corrective Action(s): Ensure children files are complete
Date to be Corrected: October 20, 2017

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: one of seven children files reviewed at the time of inspection was missing date of enrollment.
Corrective Action(s): Ensure children files are complete
Date to be Corrected: October 20, 2017

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 4 of 7 children files reviewed today were missing medical practitioner's name and contact information.
Corrective Action(s): Ensure children files are complete
Date to be Corrected: October 20, 2017

RECORDS AND REPORTING: 19200 - CCLR s.57(3)(b) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (b) to release a child to someone other than the parent.
Observation: Review of 7 children files noted one child was missing alternative person to pick in case of emergency and parent's consent to release a child to other than parent.
Corrective Action(s): Ensure children files are complete
