Introduction

A scheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance. A COVID-19 risk screening assessment was completed for the facility prior to this inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- 2 heavy cabinet doors in the back room were not secured on hinges and accessible to children in care
- A small heavy piece of metal equipment was used as a door stop. The Licensee removed this while Licensing was present.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed stain remover located under a sink in the back room.
Corrective Action(s): Ensure children do not have access to any object or substance that may be hazardous to the health or safety of a child.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing noted there were no records of fire drills recorded for January, February and March 2020. The Licensee said they were practiced, however they were not recorded.
Corrective Action(s): Ensure fire drills are practiced once each month and are recorded.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensing noted there were no records of emergency plan practices. The Licensee said they are practiced, however have not been recorded.
Corrective Action(s): Ensure the emergency plan is practiced at least once each year and is recorded.

Comments

At this inspection dated September 02, 2020, there were 5 children and the Licensee present. At this inspection, the above noted contraventions were identified. As part of this inspection, a COVID-19 Infection Control Assessment was completed, and a copy was provided.
The following was discussed with the Licensee:
· COVID-19 prevention strategies
· Policies and procedures
· Emergency management
· Sanitizing and disinfecting

The Licensee is to correct the contraventions by the dates indicated, and provide a written response to licensing.

As part of the routine inspection, a Facility Risk Assessment Tool was completed.
The inspection report was written off-site due to COVID-19 protocol – all details were reviewed with the Licensee prior to writing the report. A copy of the inspection report and risk assessment were e-mailed to the Licensee on September 02, 2020.
