Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Active and Ongoing Supervision
Fraser Health Licensing is responding to a number of incidents that have involved children going missing or being unsupervised. These types of events can have serious consequences and requires all care providers to take steps to ensure they actively supervise children at all times. Active Supervision, policies and procedures, and design/arrangement of children’s environments, can prevent or reduce the likelihood of accidents and serious injuries.

· Remember: In the event that a serious incident does occur you must report to Licensing within 24 hours. Contact the licensing officer assigned to your facility or phone Fraser Health central line at 604-587-3936 and ask to speak to the Duty Licensing Officer.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Observed the following hazards within the 2nd room located within the school :
Bleach stored under the sink within a room which had not been made inaccessible
Cleaning solutions located in unsecured cabinets and drawers , these products carry a warning to keep out of reach of children.
Exposed Electrical outlets throughout the room and blind cords looped at children's level.
Knife located in a lower level cabinet ( kitchen area within the portable ) - was secured during the inspection.
Corrective Action(s): Discussed ensuring children do not have access to any object or substance which may pose a health and safety risk.
Manager suggested the development of a checklist to complete in advance of room use to ensure hazards are addressed, Licensing supports this idea as stated the 2nd room is seldom used and is a shared space.

Comments

Discussed ensuring Fire Drills are completed from both licensed spaces , due to infrequency of the 2nd space use fire drills are completed from the portable.
Discussed use of electric kettles and ensuring it's contents are emptied after use to prevent risk of scalding.
Outdoor checklist is completed by documenting on sign in sheet - suggest adding additional information to include what would be involved in the self inspection.
