Introduction

A unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: At the time of this inspection it was observed that the taps to the sink in the hallway were loose.
Corrective Action(s): Ensure all equipment and fixtures with the Licensed programs are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: At the time of this inspection, it was noted that metal debris pieces were stored in the North/East corner of the outdoor play area where children would have access.
Corrective Action(s): Ensure children do not have access to items that are not intended for children's use in the outdoor play area.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11410 - DLSOP Safe Play Space (ground surfacing [b6]) - [bullet 6] Depth guidelines for loose fill material: minimum of 15 cm (6 inches) for 1.5-meter (five-foot) equipment height; minimum of 30 cm (12 inches) for 2.3- meter (seven-foot) equipment height. The specific amount of fill will vary within this range, depending on the height of the equipment.
Observation: At the time of this inspection, it was noted that some areas of resilient surfacing for equipment in the outdoor fall zone areas were sparse. The outdoor play area resilient surfacing may need to be either redistributed or replenished to ensure DLSOP is met.
Corrective Action(s): Ensure appropriate depth of resilient surfacing is distributed throughout the outdoor play area where equipment and fall zone clearances are located. .

Comments

At the inspection dated May 27, 2021 there was 4 children and 1 staff present. At this time, the Preschool and Group School-Age programs were not operating. Staff ECE qualifications and First Aid certification is current and posted. At this inspection the following contravention(s) were identified or no contraventions were identified. Action required by the Licensee is indicated in this report. As part of the Routine inspection, a Facility Risk Assessment Tool was completed.
The following needs to be addressed:
At the time of this inspection it was noted that children would have access to the electric kettle located in the hallway table. Should this inadvertently be used during times children are in care, the electric kettle should be relocated so children are not able to access. Staff (Manager) advised that the kettle is not used during times children are in care.
Should food items be stored in the fridge, a temperature reader should be acquired to ensure food storage temperature is between 0 - 4 C. Manager advised that the fridge is not used for children's food storage.
It was discussed that the Licensee should look into options for more permanent fencing and ensure any areas where vehicles park are fenced off. It may be helpful to focus on the outdoor play area that children access and look into options for fencing off this area as it is designated for Little Dreamer's use for outdoor play. As discussed, ensure any areas where children in care may access beyond the outdoor play equipment area is appropriate for use prior to accessing.

The report findings were verbally reviewed at the time of this inspection. A copy of the inspection report and facility risk assessment were emailed (PDF) to the facility on June 8,2021.
