Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: Based out of 12 Staff, there are 8 who are waiting for updated CRC.
Corrective Action(s): Please ensure Staff information is up to date

POLICIES AND PROCEDURES: 33230 - RCR s.85(1)(b) - A licensee must do all of the following: (b) review and, if necessary, revise the policies and procedures at least once each year.
Observation: Review of the information indicates not all of the Policies and Procedures have not been reviewed yearly.
Corrective Action(s): Please ensure Policies and Procedures are reviewed once year and if required revised.

CARE AND/OR SUPERVISION: 34760 - RCR s.81(4)(b)(ii) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (ii) if there is no substantial change in the circumstances of the person in care, at least once each year to ensure it continues to meet the needs and preferences, and is compatible with the abilities, of the person in care who is the subject of the care plan.
Observation: Only the Oral Health has been reviewed in the last year, all the other areas were done in September or November 2019.
Corrective Action(s): Please ensure Care plans are reviewed and modified at least once a year

NUTRITION AND FOOD SERVICES: 37100 - RCR s.62(3) - The licensee must take all reasonable steps to ensure that the food served to persons in care follows the menu and, if unable to do so because of unforeseen circumstances, that the food provided to persons in care meets the nutritional requirements set out in subsection (2).
Observation: The facility is following the spring/summer menu. It was identified that breakfast included a fruit that was not provided as it was not available due to the cost. Egg sandwich will be substituted as egg was already provided for breakfast. Review also indicated that main food grou pwas repeated for breakfast and lunch, therefore the plan was to substitute the lunch menu.
Corrective Action(s): In planning the menu, considerations for the availability of the season (cost) as well as variety in a day should all be considred to allow for the menu to be followed. Licensing also discussed that substitution will need to be recorded for the lunch menu.
