Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Contraventions
Previous Inspection - Contraventions observed on FIR #CGEE-AWZPZT have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: It was observed that some food items in the emergency earthquake kit has been expired since 2017. The manager stated that the kit will be reviewed during Spring Break.
It was observed that an earthquake drill was not recorded. The manager stated that the earthquake drill is practiced annually but recording it was missed (CORRECTED DURING INSPECTION).
Corrective Action(s): Please ensure plans developed in case of emergencies are reviewed for expiry dates and earthquake drill practices are recorded.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 10 children's files were reviewed and it was observed that 4 files were missing medical practitioner names and numbers. In discusion with the manager, it was noted that parents are aware of the missing information, and that they stated they do not have a family doctor at the moment. Parents were notified that they have the option to provide a medical clinic name and number instead

Comments

At the inspection dated March 11, 2019 there were 22 children and 5 staff present. At this inspection the above noted contraventions were identified. The licensee is asked to address the contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water

Reportable Incident Bulletin

A conversation was had with the licensee in regards to DIN numbers and requiring parent permission to apply products that contain these numbers on children

Today's inspection was conducted during the Group Child Care (30 months to school age) class. The out of school care supplies and shelves were observed.
