Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practise (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Observed inside:
-blind cords are accessible to children in the main playroom

Observed outside:
-the driveway, walk way and front entrance area of the facility is showing signs of the concrete cracking and splitting
-the levels are not even which is presenting many tripping areas
-parents, children and staff could injure themselves if they tripped over the uneven surfaces
-this is the main entrance of the facility

Corrective Action(s): Please ensure all blind cords are not accessible to children at any time. (corrected on site)
Please ensure that the entrance to the facility is made safe and sturdy to prevent injury from tripping.
Date to be Corrected: Please provide a plan on how this area will be addressed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: There is a couch in the main playroom that has a rip where the children will sit on. The Licensee has put a blanket over it which is a short term fix but a long term plan is needed.
Corrective Action(s): Please ensure that all furniture used by children are in good repair.
Date to be Corrected: Please submit plan by August 2, 2022

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: The Licensee recently renewed her ECE certificate but has not verified it through the ECE Registry.
Corrective Action(s): Please ensure all certificates issued by the ECE Registry are verified on line.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: An emergency policy is in place however the alternate location will not provide shelter to children in the event of an evacuation of the facility. The Licensee stated they will amend the location. Food supplies should also be added to the emergency supply kit.
Corrective Action(s): Please ensure the emergency policy is updated, the supplies are replenished and the evacuation drill is practiced.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A total of 7 children's files were reviewed and 1 is missing medical practitioner information.
Corrective Action(s): Please ensure all children's files are complete prior to attending the facility.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: A total of 7 children's files were reviewed today and 2 are missing photographs
Corrective Action(s): Please ensure all children's files are complete prior to attending the facility

RECORDS AND REPORTING: 19182 - CCLR s.57(2.1)(b) - Despite subsection (2)(a) and (d), a licensee who provides a care program described as Child-minding must do all of the following: (b) if a child's immunization status is not reasonably known or available to the child's parent, keep a record detailing as much information as is known respecting the child's immunization status.
Observation: A total of 7 children's files were reviewed and 1 is missing immunization status.
Corrective Action(s): Please ensure all children's files are complete prior to attending the facility.

Comments

At the inspection dated July 28, 2022, there were 3 children and 1 staff present. At this inspection, the above contraventions were identified. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided.

-child immunization declaration form
-water safety document
-field trip bulletin
-message from Regional Child Care Licensing Team
-heat safety document

The following was discussed:
-outdoor play and heat safety procedures
-limiting time outside when the weather is too hot
