Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AETUZA have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection Licensing note 2 couches are worn with tears in them causing the couches to not be able to be cleaned.

Licensing noted that other couches in the facility are beginning to become worn though are not torn, staff are monitoring to ensure this furniture remains safe & easy to clean.
Corrective Action(s): Repair or replace torn couches to ensure they can be easily cleaned.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During inspection Licensing reviewed staff files and noted 2 staff are missing Immunization Status
Corrective Action(s): Ensure immunization status is on site for staff employed at the facility.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: During inspection Licensing discussed the new "Active Play" policy requirement with the manager, this policy has not been developed at this time.

Licensing reminds the manager of emails sent during 2017 with regard to this new DoLSOP requirement. Licensing left resources regarding this policy with the manager at time of inspection.
Corrective Action(s): Develop Active Play Policy, implement the policy and share policy with parents.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: During inspection Licensing discussed the new "Screen Use" policy requirement, manager stated they have not developed this policy.

Licensing reminds the manager that emails were sent during 2017 regarding this new DoLSOP requirement. Licensing left resources with manager regarding this new requirement at time of inspection.
Corrective Action(s): Develop "Screen Use" policy, implement the policy and share with parents.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly reviewed 8 children's files and noted two children are missing their immunization status.
Corrective Action(s): Ensure all required documentation is on site for children attending the facility.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: During inspection Licensing reviewed the "emergency consent cards' and noted one child was missing signed consent for emergency medical care.
Corrective Action(s): Ensure there is signed consent for emergency medical care for all children enrolled and attending the facility.

Comments

During inspection children were engaged in free play which consisted of creating crafts, creating with Lego, playing board games, engaged in dramatic play and then working at carving pumpkins.

During inspection Licensing observed staff interacting with children while they were engaged in activities as well as assisting with problem solving when necessary.
