Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 1 staff file did not contain CRC results, application noted to have been sent to the Criminal Records Review Program however results were not yet received. Discussed sharing results from previous employer while waiting for results ( site specific ) to arrive.
Corrective Action(s): please ensure screening is complete including CRC results.It is noted that this staff worked at all times alongside another staff member.

Comments

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment would typically include non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation. This however is the first routine inspection conducted at the facility and a 3 year history is not in place.

While on site measurements were taken of the 2 separate outdoor play spaces and transcribed onto the plans. As the outdoor space is now complete the licence can be amended with an increased capacity - application provided in order to complete this process to amend to 2 groups of infant / toddlers = 12 in each, these 2 groups will rotate throughout the space. There is another space available for 24 Group Child Care ( 30 mos - school-age ) children. The licensee plans to remove a previously constructed wooden fence area to increase the openness in the GCC ( 30 mos- school-age ) program.
Purpose built bright open space.
Screen Time policy in place - screen time is limited to a few minutes for yoga or educational purposes.
Observed children participating in snack and outside time.
