Introduction

On May 16, 2016, CCFl initiated a routine inspection by conducting an unscheduled inspection of the physical premise. CCFL returned on May 26, 2016 and June 02, 2016 to complete the remainder of the inspection.

The L.O. guide to data base coding was used for this inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31850 - RCR s.62(4) - A licensee who provides a type of care described as Long Term Care must display in a prominent place in each dining area the menu for each weekly period.
Observation: Menus were not posted as per above. The Manager states that copies of the new menu had recently been put on display by the support services manager. It is not known why they had been removed or by whom.
Corrective Action(s): Ensure menus are posted in all dining areas at all times

CARE AND/OR SUPERVISION: 34280 - RCR s.58(1) - A licensee must ensure that a person in care is not (a) released from the community care facility to, or (b) removed from the community care facility by any person except the person in care's parent or representative, or a person authorized in writing by that person.
Observation: In review of the records for 8 resident's, there does not appear to be a system in place regarding the consent for a resident to released/removed from the facility. As a result of the last routine inspection, the facility did develop a consent form however, it has not been implemented for all residents as it is believed the form is not satisfactory. The facility is currently reviewing options to meet the intent of this section.
Corrective Action(s): Ensure there is written consent as noted above or if the resident is capable of making safe choices that it is identified on the care plan..

CARE AND/OR SUPERVISION: 34750 - RCR s.81(4)(b)(i) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (i) if there is a substantial change in the circumstances of the person in care.
Observation: In review of the records for 8 residents, it is noted that the care plan for 1 resident had been reviewed/revised in April. However, the revision did not include/address a condition in which the resident had been and continues to receive regular treatment/care for.
Corrective Action(s): Ensure care plans are modified if/when there is a substantial change regarding care.

Policies and Procedures: At the time of this inspection, CCFL was unable to determine which policies had actually been revised in the last year as the current system shows reviewed/revised on the same list even if the policy was not revised. It is agreed the facility will provided a list of policies that have been revised for CCFL to review at a later date.

All remaining items as per the above noted guide appear to be in compliance at the time of this inspection.
