Report of Findings
On December 2, 2019, Licensing received a concern regarding care and supervision.
The complainant provided the following details:
- A child was not picked up from school
- A staff used inappropriate guidance

All areas of the complaint were fully investigated. Evidence was obtained from a variety of sources, including interviews and facility records.
Licensing deternined the following contraventions:
- Child Care Licensing Regulation section 56(1)(d)
- CCLR section 34(2)(b)
- CCLR section 55(2)(a)
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.
Code Category/Description
13060 - CCLR s.56(1)(d)A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensee does not have a clear written policy guiding staff when picking up children from school.
Corrective action: Corrective action required.
14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing determined there were unqualified staff working alone with children.
Corrective action: Corrective action required.
19030 - CCLR s.55(2)(a)A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: An incident that child may have been involved in according to Schedule H was not reported to Licensing.
