Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). The facility was inspected for compliance with a focus on developed and implemented Health and Hygiene practices/ systems. The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: a slide has been added to the main indoor play space , a mat is placed at the bottom of the slide only however there is no resilient resurfacing ( padding ) at the back or sides. Insufficient clearance is also observed around the slide for example if a child fell from the platform to one side they would land on a baseboard heater and on a table from the other side.
A diaper change pad is observed torn in places reducing sufficient cleaning.
Corrective Action(s): please ensure equipment is safe for use, free of hazards, and easy to clean in order to provide care to children in a healthy and safe environment.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following items accessible to children pose risk of health and safety:
spray bottle of sunscreen located on a lower shelf .
foam pieces located outside under the stairs
exposed electrical outlet
Corrective Action(s): please ensure children do not have access to items which may pose risk to their health and of safety The sunscreen was removed during the inspection.

Comments

During the inspection the facility manager provided details on the steps taken to increase monitoring of added health and hygiene measures.
Discussed the intended use of baby wipes and reviewed resources pertaining to cleaning and disinfecting of high use areas
Discussed ensuring children have at all times access to safe and sufficient a amount drinking water. There is no sink with exception to the washroom sink in the daycare , the manager stated portable water bottles are used throughout the day to refill the children's cups.
A long hose is observed outside across the entrance area to the daycare, as this is frequently used please ensure it is stored safely after use to avoid tripping.
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
At the inspection dated July 28, 2020 there were 2 children in the care of the facility manager. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
