Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed the following:
-The diaper mat was in the play area. The Licensee stated the children like to play with the mat. Please ensure the diaper mat is only used for diapering to reduce the risk of cross contamination in other areas of the facility.
-Bedding was stacked in a pile and was touching. Please ensure that the bedding is separated.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times the children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed:
-Paint chips on the wall
-Two chairs had cracks in the area for sitting on. These were replaced but were damaged again.
-Portions of the fence were rotting and the bottom beam was not attached to the fence.
-A piece of the outdoor fence was leaning on an angle. Please provide active supervision in this area until this is fixed
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Four sharp and rusty nails were observed in an exposed area of the outdoor fence. Rust can present a potential health hazard. Please provide active supervision in this area until this is fixed.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the inspection the record of fire drills was reviewed. A fire drill was not recorded for 6 months. This is a repeat contravention from inspection # CLAN-CB9VC5 and #CLAN-BQ6UEP
Corrective Action(s): Please ensure to practice fire drills on a monthly basis.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection the following was observed:
-The fire extinguisher was observed. A tag was not attached indicating the extinguisher had been serviced annually.The needle on the fire extinguisher was within the area of being fully charged. This is a repeat contravention from inspection # CLAN-CB9VC5
-The emergency supplies were reviewed. No food and water was present.
Corrective Action(s): Please ensure to be prepared in case of an emergency.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance records were observed. Attendance was not completed for two days this week. This is a repeat contravention from inspection #CLAN-BEMP45
Corrective Action(s): Please ensure attendance is completed each day

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Three children's records were reviewed of six records. One record was missing an emergency contact.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated January 10, 2023 there were 2 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by January 31, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was provided.

The following was discussed during the inspection:

· Current cleaning practices
. Updating Criminal record checks prior to the expiry dates
