Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #MMAE-AFRREG have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: Inspection of the facility found the following:

Main Bathroom:
-no light covers over two ceiling bulbs
-transfer pole is rusted at the base and on the lower pole area
-there is a large rust stain on the floor next to the toilet, measuring 30cm x 30cm
-the lower wall next to the toilet is peeling and scratched off

Second Bathroom:
-found that there was no roll to hold the toilet paper and the toilet paper was sitting on a shelf.

Kitchen:
-the cabinet door under the sink is missing
-the fan and controls are missing from the oven hood
Corrective Action(s): Ensure that rooms and common areas are maintained in a good state of repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31860 - RCR s.69(3)(a) - A licensee must ensure that (a) all medications in the community care facility are safely and securely stored.
Observation: The medication room door was found closed but it was not locked.
Corrective Action(s): Ensure that all medications in the facility are securely stored.
Date to be Corrected: CORRECTED AT TIME OF INSPECTION.

MEDICATION: 36070 - RCR s.69(1)(a) - A licensee must ensure that a pharmacist (a) packages all medications.
Observation: Review of the medication room found that two medications had no pharmacy label.
Corrective Action(s): Ensure that a pharmacist packages all medications.
Date to be Corrected: January 8, 2018

MEDICATION: 36100 - RCR s.70(1) - A licensee must ensure that only medications that have been prescribed or ordered by a medical practitioner or nurse practitioner are administered to a person in care.
Observation: Review of the medication room found a bottle of medication with no pharmacy label and boxes of a physician's sample medication with no pharmacy label.
Corrective Action(s): Ensure that only medications that have been prescribed or ordered by a medical/nurse practitioner are administered to a person in care.
Date to be Corrected: January 8, 2018.

MEDICATION: 36170 - RCR s.72(b) - A licensee must ensure that a person in care's medication is returned to the dispensing pharmacy if (b) the expiry date on the medication has passed.
Observation: Review of the medication room found the following medications had expired:
-1 topical expired November 28, 2012.
-1 roll of PRN medications expired August 2017.
-6 individual boxes expired June 2017.
Corrective Action(s): Ensure that medications are regularly reviewed to ensure that they are not expired.
Date to be Corrected: CORRECTED AT TIME OF INSPECTION.

NUTRITION AND FOOD SERVICES: 37120 - RCR s.64(1)(a) - A licensee, other than a licensee who provides a type of care described as Child and Youth Residential, must ensure that (a) a morning meal is available between 7:00 a.m. and 9:00 a.m.
Observation: It was observed that one person in care (PIC) was eating breakfast at 10:14 AM. It was noted by staff that this PIC will sometimes get up late and not want to wake up for breakfast.
Corrective Action(s): Ensure that breakfast is served between 7:00 AM and 9:00 AM, as per outlined in the regulations.
