Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The licensee stated that dishes are washed with hot water and dish soap. There is not a disinfecting step used (bleach) in washing the dishes that are used by children. In one bedroom where a child naps in a playpen, there is an iron (above child's head height) and a cell phone cord in access to a child that would be in this playpen. Outside there is a garden hose that poses a tripping hazard.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.
Date to be Corrected: Prior to any child using this play pen.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: A high chair that was used by a child during this inspection was torn in several spots exposing the cushioning, eliminating the ability to sanitize. There are toys outside that are broken (rusty tricycle with a broken bell exposing a sharp bolt, a roll-em walking toy, a bucket, a toy lawnmower).
Corrective Action(s): Ensure that the furniture and supplies used by children is cleanable and free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11180 - CCLR s.16(4)(a) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.
Observation: There was a child over the age of 3 using a high chair that this child was too large for. The child's feet were hanging several inches below the foot step and the child climbed out of the high chair on her own and walked away.
Corrective Action(s): Ensure that equipment is age and developmentally appropriate.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: There is an unlocked cupboard in the washroom that children have access to that stores bleach and a large quantity of dish soap. Near the diaper change table, on a low shelf in a hallway there is diaper cream in access to children. In the outside play yard there is a lawnmower stored in access to children. There is prescription medication stored in the fridge which children could gain access to.
Corrective Action(s): Ensure children do not have access to any object or substance that may be hazardous.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Licensing observed three children eating at a table and during this time, both staff left the room for a short time. Although this was for a very short period of time, the risk to children is heightened because of the children all eating at this time. At another time during this visit, there were 2 children (one 4 year old and one two year old) left alone in a play room while the caregiver conducted a circle time in another room. The children were alone in the playroom for a minimum of 5 minutes. Given the young age of these children, continual supervision reduces the risk to the health and safey of children. There was no baby monitor in use.
Corrective Action(s): Ensure continual supervision is provided at all times.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There is one child that has been given a prescription medication by the licensee on 3 occassions this week without a medication consent in place, nor has this medication administration been recorded.
Corrective Action(s): Ensure that any medication given to children and recorded according to parent or doctor instructions.

Comments

5210 package was discussed and provided today. The Active Play standards of practice and the upcoming active play and screen time policies were discussed.

The children were seen to play socially, play with dramatic play, participate in a story time, eat snack together and play with lots of different toys. The licensee stated that the children are very active in the community and go to a lot of community events and places.
