Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-AS4NTZ have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licensing observed a table with chairs and an easel placed in fromt of the emergency exit.
Corrective Action(s): Please ensure no items block the emergency exit

STAFFING: 12151 - CCLR s.19(5)(a) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation: The volunteer record was reviewed. A criminal record check from the RCMP was observed. Please ensure a criminal record check is completed through the criminal record review program and is site specific.

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: Licensing observed the volunteer record. No references were observed.
Corrective Action(s): Please ensure records for volunteers are complete.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing observed four staff records. The following items were missing from the staff records:
- 3 records of immunization status
- 4 references
- 4 verifications for ECE certificates

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The record of fire drills was observed. Fire drills were not practiced for four months in 2018. In discussion with the Manager she stated that the staff do not practice a fire drill each month. The Manager also stated that the staff did not practice an evacuation drill. A conversation was had regarding the importance of practicing these drills. The Manager stated the staff do discuss evacuation drills with the children.
Corrective Action(s): Please ensure a fire drill is practiced and recorded monthly. Please ensure an emergency evacuation drill is completed once a year as outlined in the legislation.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing observed there is no active play policy or screen use policy. In discussion with the Manager she stated that she was not aware of the need to create these policies.
Corrective Action(s): Please ensure an active play policy and a screen use policy is developed to comply with the Director of Licensing standards of practice...active play.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During the inspection 7 children's records out of 20 were reviewed. On child was missing the date of enrollment.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance records were reviewed for the month of January. Five days were observed missing arrival and departure times.
Corrective Action(s): Please ensure attendance records are complete.

Comments

At the inspection dated January 10, 2019 there were 16 children and 4 staff and 1 volunteer present. At this inspection the above noted contraventions were identified. Please send a written response by January 24th, 2019 outlining how the above contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Promoting Active Play in the program
Active supervision
Lead in the water
Reportable incidents
Please add more food to the emergency kit
