Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Cleaning supplies located in an unlatched cabinet under the washroom sink , plastic bag observed under the kitchen sink.
Corrective Action(s): Please ensure children do not have access to items which may be hazardous to their health or safety.It is noted that a good level of supervision was maintained thought-out the inspection. The cleaners and plastic bag were immediately removed and stored out of reach of children.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensee stated that fire drills have taken place as required monthly however written records were not maintained.
Corrective Action(s): please ensure records reflect the held monthly fire drill , also discussed emergency evacuation / review noted to be completed prior to 1 year of operation.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: attendance records reviewed system implemented does not reflect if children are absent or present
Corrective Action(s): please include for each child within the daily attendance record whether they are absent , present in addition to the times of arrival and departure.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: Care Plan required for one child , discussed the requirements of section 58 of the CCLR to review annually or as needed
Corrective Action(s): Please ensure a care plan is developed for a child attending who requires support.Resources reviewed as included within the application package.

Comments

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and world include 3 year “historical” review of the facility’s compliance and operation however this is the first routine inspection for this " New " facility.
