A scheduled follow-up inspection was completed as a follow up inspection to routine inspection # CLAN-BURQ4F.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-packing tape was noted on transfer strips to the washroom and the front room. Packing tape can be difficult to clean. This was not completed by the date listed on the routine inspection. This was not completed by the date listed on the routine inspection. This is a repeat contravention.This is a repeat contravention.
The following was observed outside the facility:
-There was no gate at the top of the stairs leading to the deck. This was not completed by the date listed on the routine inspection. This is a repeat contravention. This is a repeat contravention from inspection # CLAN-BCKV22 and inspection # CLAN-BBZUZN. Please complete by August 9, 2021.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following during the inspection:
-there were several puncture marks in the plastic tile flooring. This could harbour bacteria. This was not completed by the date listed on the routine inspection. This is a repeat contravention.
-the door knob to the sleep room was very loose and may fall off.
Corrective Action(s): Please ensure equipment, fixtures and the furniture in the facility are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:
-Plastic bags were noted in an unlocked drawer in the washroom. This was accessible to children. This was not completed by the date listed on the routine inspection. This is a repeat contravention. This is also a repeat contravention from inspection # CLAN-BBZUZN. This was corrected during the inspection.
-One electrical outlet was uncovered. This was not completed by the date listed on the routine inspection. This is a repeat contravention. This is also a repeat contravention from inspection # CLAN-BCKV22 and inspection # CLAN-BBZUZN
Corrective Action(s): Please ensure children do not have access to any objects or substances that may be harmful to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection licensing measured the temperature of the water. The temperature was measured at 53.7 degrees Celsius. This was not completed by the date listed on the routine inspection. This is a repeat contravention. Please provide active supervision when children are washing their hands until this is corrected.
Corrective Action(s): Please ensure the water accessible to children is heated to no more than 49 degrees Celsius to comply with the registration.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the inspection licensing reviewed one staff record. The staff record was missing a record of immunization status. This was not completed by the date listed on the routine inspection. This is a repeat contravention.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During the inspection the Manager's record was not on site for review. In conversation with staff the Manager stated that they were not at the facility so the record did not need to be at the facility. As the Manager is responsible for the operation of the facility it is expected that the Manager would be available and be at the facility to ensure the continued operation of the facility. In the Manager's absence a staff may be appointed to complete the Manager's duties for a period of 30 days. A Managers record is required to be on site and may not require all of the information required if not working directly with the children in care. A current criminal record check is required, in addition to three references, a resume, copies of training completed and immunization status. This was not completed by the date listed on the routine inspection. This is a repeat contravention.
Corrective Action(s): Please ensure the staff and Manager's records are on site and available for review.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Four children's records of six were reviewed. One child's record was missing a start date. This was not completed by the date listed on the routine inspection. This is a repeat contravention.
Corrective Action(s): Please ensure the children's records are complete.

Comments

At the inspection dated August 9, 2021 there were 6 children, and 1 staff was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by August 17, 2021.

The following education/recommendations were provided:

-The current COVID-19 protocols that are in place

Due to the COVID-19 pandemic the inspection report was completed at the Burnaby FHA office. The report was written in .5 hours and this is included in the report. A copy of this report was sent to the Manager..
