Introduction

Licensing was on site today to follow up to the routine inspection conducted on Oct 17/18, 2017 - KMBH-AS8SEY

While on site the following was noted:
-Sign within the yard has been secured to the ground
-The shelf in the circle room has been removed.
-Proof of verification of staff's ECE is within their file.
-Staff who is waiting with children at the school now has an exemption in place until January, 2018
-Policies created, please ensure that they have been dispersed to parent.

Had the following discussion with the staff:
-daily schedule
-Discussion in regard to a care plan for a child.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: There is two cubbies within the main play area that are not secured to the wall.
Corrective Action(s): Please ensure that all tall shelving (which is considered a topple hazard) is secured so there is no risk of them toppling.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: -The facility has covered the hole where the cleanout is located within the nap room. The type of material that was used is porous strong cardboard that is easily be picked at and not a material that is easy to clean or sanitize.

Corrective Action(s): Please ensure that walls are non porous and made of a material that is easy to clean and sturdy.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: -Staff who waits with the children at the school does not have a file on site
-Another staff who sometimes does a shift from 2- close does not have a file on site.
-One staff does not have a site specific criminal record check (staff does not regularly work at this location but was noted to work on November 3, 2017).
Corrective Action(s): All staff who work at this centre must have complete files on site, accessible to Licensing for review.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: When Licensing was on site today, it was determined that a child was transported from Play-N-Grow #1 to Play-N-Grow #2 (time unknown as child was not signed out). Staff stated that the child was moved to this facility so the staff working at the #2 location had a child to care for. According to attendance, when this child attends, they come to Play-N-Grow #1 for the full day. A full discussion was had with the Licensee at the last inspection and at a scheduled meeting in regard to transporting children back and forth to facilities. This is not considered to be in the best interest of the children in care. Facility had indicated that they would no longer do this practice. This is a repeat contravention.
Corrective Action(s): Please ensure that children are not transported to and from facilities.

NUTRITION AND FOOD SERVICES: 17100 - CCLR s.48(4)(c) - A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.
Observation: The following was noted at the time of inspection:
-Two children were inside the play space eating at the table, while the staff was in the washroom (out of view) with two other children. At one point the staff came out of the washroom and called the child over to the kitchen area and gave the child their water bottle and the staff then went back in the washroom to tend to the other children. The child with the water bottle was then walking around the facility with the water bottle in their mouth.
-Additionally, staff sent three of the children outside to play while they tended to a child within the washroom. Licensing notes the three children were outside unattended for approximately 3 minutes before the staff came out of the washroom. Licensing didn't observe the staff to do a check of the play space prior to letting the children run outside.

Discussion was had with this staff about supervision as this is the second time this type of situation has occurred with this staff. Licensing offered suggestion around ensuring constant supervision (especially around eating).
Corrective Action(s): Please ensure that children are supervised at all times.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2),
(b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and
(c) the consents referred to in subsection (3).
Observation: There is a child who is attending the daycare and is signed in today, does not have a file on site.
Corrective Action(s): Please ensure all children in care have a complete file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Today there were 8 children signed into the daycare and only 4 children in care. 4 children were not signed out when they were transported to school and to another centre. Staff stated this child was moved over to Play-N-Grow #2 in order to suit staffing. This is a repeat contravention.
Corrective Action(s): Please ensure that attendance is accurate indicating when children absent, present and their time of arrival and departure.

RECORDS AND REPORTING: 19180 - CCLR s.57(2)(k) - A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation: There are two children who the staff had indicated no longer attends, there is no stop date entered within the child's file.
Corrective Action(s): Please ensure that stop date is entered into the child's file.
