Introduction

An unscheduled follow-up inspection was conducted to ensure compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The nap room in unit 2 is cluttered with items for circle time, a wagon and cribs children do not use. A discussion with the staff that the nap room must be available to the children was had. It was discussed that if the children do not sleep in cribs and instead sleep on mats, the cribs can be removed to accommodate the children in care.
Corrective Action(s): Please remove items stored in the nap room and have available to children in care.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: A review of attendance records show that children from the Infant/Toddler program combine with the 3-5 program on multiple days. Staff stated that when the Infant/Toddler staff go home the children come to the 3-5 classroom.
Corrective Action(s): Ensure that children are grouped according to schedule E.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: There is no infant/ Toddler educator scheduled after 5pm. The facility closes at 6pm.
There is currently an exemption in place for an ECEA to work in the Infant/Toddler program on Tuesdays and Wednesdays. Staff stated that the ECEA works Monday to Friday.
Corrective Action(s): Ensure that there is an Infant/ Toddler Educator working with the children according to schedule E.
Ensure that staff with exemption is working according to the application received.

Comments

The Manager has addressed the metal bracket on the floor in Unit 4 nap room by placing a crib overtop to make it inaccessible to the children. If children are no longer using cribs please ensure that the metal bracket is made inaccessible to the children.

A conversation with staff regarding combining groups at the beginning and end of the day was had. The staff will review CCLR s. 34(4) to ensure that they have no more than 8 children and no more than 3 of those children under 36 months with an ECE or an ECEA supervising the group from 7-7:30 or 5:30-6 as the first half or last half hour of the day.
