Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. An ASL interpreter was present for the duration of the inspection.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the inspection the staff records and the staff qualifications checklist were reviewed. Two staff were missing character references.
Corrective Action(s): Please ensure staff records and the staff qualifications checklist are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the inspection the staff qualifications checklist was reviewed. Two staff members did not have proof that their immunization status was on file.
Corrective Action(s): Please ensure staff records and the staff qualifications checklist are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing reviewed the staff qualifications checklist. Three staff did not have dates or verification numbers listed for their certificates. This is a repeat contravention from inspection # CLAN-B6ZP4H.
Corrective Action(s): Please ensure staff records and the staff qualifications checklist are complete

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the inspection licensing observed that fire drills were not completed for a period of 6 months.
Corrective Action(s): Please ensure fire drills are completed and documented once a month to comply with the legislative requirements.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Licencing reviewed the children's files and emergency cards. Signed permission was not given by the parent or guardian to access medical care in an emergency.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated January 27, 2021 there were 8 children, 4 staff members and the Manager was present. At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by February 16, 2021 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed and discussed with the Manager:

· The coronavirus COVID-19 public health guidance for child care settings. The resources package for Child Care facilities COVID-19 prevention was given to the Manager

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
