Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

· Licensing
· Physical Facility
· Staffing
· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the fire extinguisher was required to be service November, 2017.
Corrective Action(s): Please ensure that the fire extinguisher is serviced annually to ensure that the equipment used to respond and recover from an emergency situation is working properly.

Comments

The following was discussed:

> The supervision plan for the canal building project the children have been engaged in outdoors. The manager advised that one staff member is stationed in the area where puddles have been created by the children as part of the experiment to prevent drowning;

> Supervision plan in the nap room. The manager advised that one staff member is stationed by the radio as the cord is hanging down. Licensing discussed options for addressing concerns of the radio falling on a child if a staff member leaves the room.
