205 - Cold potentially hazardous food stored/displayed above 4 °C. [s. 14(2)]
Observation (CORRECTED DURING INSPECTION): Gulab jamun, rasgulla, rasmulai, milk-infused sweets stored in display cooler at 12C. According to camera footage, sweets were placed in the cooler at approximately 2-3 hours ago. Display cooler was NOT REPAIRED since last inspection. Manager was clearly instructed NOT to use the display cooler until it is repaired, but proceeded to do so.
Corrective Action(s): Aforementioned items were immediately placed into the functional walk-in cooler. This is a repeat violation. Correction order has been issued to cease and desist placement of any food items in the display cooler until it has been repaired and VERIFIED by the district Environmental Health Officer to be at 4C or less.

Observation (CORRECTED DURING INSPECTION): Sanitizing pail at 0 ppm chlorine residual.
Corrective Action(s): Sanitizing pail was replenished with bleach solution to yield 200 ppm chlorine residual. You must always use your sanitizing pail and re-make the solution as needed. The sanitizing pail is not there to simply "show" the health inspector that you have a bleach solution present.

209 - Food not protected from contamination [s. 12(a)]
Observation: Raw chicken had been defrosted and was "draining" on top of the mop sink. No evidence of direct contamination with the chicken.
Corrective Action(s): Raw chicken was removed from the mop sink at time of inspection. No food items are to be in the mop sink at ANY TIME. This exposes food items to contamination.

308 - Equipment/utensils/food contact surfaces are not in good working order [s. 16(b)]
Observation: Display cooler at 12C. According to the manager, the owner informed him that it had been 'repaired' when in fact, no work had been done with the cooler. No invoice was available during inspection.
Corrective Action(s): Refrain from using the display cooler until it has been verified to be at 4C or cooler. Schedule for a follow-up inspection. DO NOT use the display cooler, or else further enforcement options may be considered including issuance of a violation ticket.

Follow-up inspection to routine conducted on Sep 27, 2018 (RPT#: JMAA-B4ZTVN).

- Display cooler had not been fixed and is at 12C. Manager claims it was at 3C this morning, but with no temperature logs as proof. Furthermore, cooler did not go below 12C at any point during the inspection
- Reminder that the door sweep must be affixed to the screen door, and mesh must be repaired by Oct 4th, 2018
- Manager set up a sign indicating "out of order" for the display cooler

Repeat violations include: lack of sanitizer and temperature abuse of milk-based sweets in display cooler. Correction order issued at this point for these repeat violations. Further violations may result in issuance of violation tickets and/or compliance meetings as per Fraser Health's progressive enforcement regime.
