Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Areas of exposed drywall were observed throughout the facility.
Corrective Action(s): Please ensure drywall is not exposed and accessible to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A space heater which is hot to the touch was accessible to children.
Corrective Action(s): The space heater was moved during this inspection.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: On review of the staff screening checklist it was noted that no evidence of a valid criminal record check was available for any of the program staff. The manager stated copies of the criminal record checks are kept in the main office and she will have the checklist updated.
Corrective Action(s): Please ensure evidence of a valid criminal record check is available for all staff.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A medical plan number was not available for two children.
Corrective Action(s): Please ensure a medical plan number is available for all children.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Contact information for a doctor or medical clinic was not available for three children.
Corrective Action(s): Please ensure contact information for a doctor or medical clinic is available for all children.

RECORDS AND REPORTING: 19230 - CCLR s.58(1)(c)(i) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (c) the resources to be made available to the child requiring extra support by the licensee, including (i) any adaptation of the community care facility necessary to ensure the child's safety or comfort.
Observation: A child’s file states the child has an allergy and that the child has an epi pen. There is no care plan and no epi pen at the facility
Corrective Action(s): Please ensure all children who require an epi pen have a care plan and that the epi pen is at the facility.

Comments

Summary of Inspection
At the inspection dated January 13, 2022 there were nine children and four staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager. Time spent includes office time.
