Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of the person's work history (resume) was not included on file for one staff.
Corrective Action(s): Ensure that a record of the staff's work history is included on file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing observed that 2 staff did not have their certificate validation on file.

This is a repeat contravention. This item was identified and contravened on Aug. 18, 2021 on routine inspection report #MZIN-C62NJ9.

Corrective Action(s): Ensure that staff certificates are validated. During inspection, Licensing showed the website for validating certificates to a staff. The staff printed both of the validations and included it on file during the inspection.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the day of the fire drill was not recorded for the month of June 2022. A staff said that the fire drill was completed with children for the month of June.

This is a repeat contravention. This item was identified and contravened on Aug. 18, 2021 on routine inspection report #MZIN-C62NJ9.

Corrective Action(s): Ensure that the complete date of the fire drill is recorded every month.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing observed that for one child, the full date of enrolment was not recorded on file, as only the month was written.

This is a repeat contravention.This item was identified and contravened on Apr. 30, 2019 on routine inspection report #KSEY-BBQNTG.

Corrective Action(s): Ensure that the full date of enrolment (month, day, year) is recorded on file.

Comments

At the inspection dated July 14, 2022 there were 7 children and 2 staff present. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and date after each documentation
- Continue to constantly review facility policies
- Group sizes and employee to children ratios
- Continue to clean and sanitize the facility including toys and equipment
- Check the BCCDC website for updates
- Check the expiry date of items in the emergency supplies kit

Business cards were provided during the inspection.

A copy of this report was sent to the facility.
