Introduction

An unscheduled routine inspection was conducted by the licensing officer (CCFL) to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• Director of Licensing Standards of Practice (DLSP)

Evidence for this facility inspection report (FIR) was based upon the following @ the time of inspection:
• CCFL’s observations
• CCFL's review of the CCF's records
• information provided to CCFL by employees

The following areas were reviewed:
• licensing
• physical facility
• staffing
• policies & procedures
• care & supervision
• hygiene & communicable disease control
• medication
• nutrition & food services
• program
• records & reporting

As part of the routine inspection, a Facility Risk Assessment Tool was completed & provided, which includes:
• any noncompliance identified during today's routine inspection, if applicable
• the CCF's 3-year compliance & operational history since 2013/11/01

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-9YLU5N have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): The manager's name wasn't posted conspicuously.
Corrective Action(s): The licensee posted this information today.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: The licensee's CRC expired recently in 2016/09 after 5 yrs.
Corrective Action(s): Please obtain a new CRC.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: An ordinarily present individual > age 12 requires a new CRC (expired recently in 2016/09).
Corrective Action(s): Please obtain a new CRC for this individual.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: The fire extinguisher in the kitchen required servicing in 2016/08.
Corrective Action(s): Please obtain servicing for the fire extinguisher.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: Snacks are provided to the children, but the information isn't shared w/ parents.
Corrective Action(s): Please ensure this information's made available to parents.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2),
(b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and
(c) the consents referred to in subsection (3).
Observation: 1 child is lacking their records.
Corrective Action(s): Please ensure children's records are obtained prior to their 1st day of care.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance record captures all children's attendance, but not their exact arrival & departure times.
Corrective Action(s): Please ensure exact arrival & departure times are documented.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: Maintenance, repairs, & inspections (daily/monthly/annual) logs aren't being maintained
Corrective Action(s): Please ensure the abovenoted items are documented.
