Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): The fridge temperature was measure at 7.6c.
Corrective Action(s): The manager turned the temperature of the fridge down during this inspection and the second measurement was 4c.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Several areas of the facility walls and doors are in need of cleaning or repairing. The stove top,stove exhaust top and areas of the kitchen wall have a film of cooking grease on them and are in need of cleaning. Outdoor ride on toys are in need of cleaning.
Corrective Action(s): The manager stated the facility will be fully cleaned and painted during the winter break.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: There are numerous adult personal hygiene products accessible to children in the bathroom.
Corrective Action(s): Please ensure children do not have access to products that may be hazardous to their health.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The emergency kit does not contain enough supplies for each child for 72 hours.
Corrective Action(s): Please ensure that there are enough supplies which include food and water for seven children for up to 72 hours.

Comments

Summary of Inspection
At the inspection dated November 22nd 2023 there were five children one staff and one family member present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and a copy of this report will be emailed to the manager.
The following were discussed:
Children wear non slip slippers inside the daycare to mitigate the risk of slipping on the wood floors.
Ensure a copy of the Community Care & Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) are available for all staff to read.
Ensuring children's files contains current information (eg if a child no longer has a medical condition the file needs to be updated).
If the manager is away from the facility the person providing care must have the following in their staff file: resume, minimum of two verified references, valid criminal record check, proof of Responsible Adult training, immunization status, valid first aid certification.
Storing the emergency supplies in a wheeled container so that it is easy to take to the emergency location.
Ensuring facility policies and procedures are reviewed and amended to reflect current operation of the facility.
Asking the Licensing Officer if there are questions or if clarification is need regarding the operation of the facility.
Valid CRC are available, reviewed expiry dates
