Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: During inspection, it was noted that a Criminal Record Check was expired.
Corrective Action(s): Ensure that the Criminal Record Check is updated.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection, it was noted that the monthly fire drill and annual emergency drill have not been recorded.
Corrective Action(s): Ensure that the monthly fire drill and annual emergency drill are recorded.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: During inspection, it was noted that the incident log book has not been used.
Corrective Action(s): Regularly record minor accidents, illnesses and unexpected events involving children, that do not require medical attention in the incident log book.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection, Licensing reviewed children's records and noted that one child was missing their Medical Service Plan number.
Corrective Action(s): Ensure the Medical Service Plan number is on file for the child.

Comments

At the inspection dated June 15, 2021 there were 2 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include providing a written response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
A COVID-19 Risk Screening was also completed.
Licensing conducted a walk-through of the entire facility.
The following education/recommendations were provided:
- Increased indoor ventilation
- Organization of files in a designated location
- Paper copy of policies
- Additional sanitizing/cleaning of the facility including toys and equipment
- Reportable Incident procedures
- Current photo or digital image of children
- Portable container for emergency supplies
