Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: two staff files reviewed 1 was found to be missing references.
Corrective Action(s): please ensure a system is in place to capture and maintain on site documentation supporting staff screening

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Two staff files reviewed one was found to be missing a Resume / record of the staff work history
Corrective Action(s): Please ensure a system is developed to obtain required documentation for staff

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Two staff files reviewed , validation required for one file.
Corrective Action(s): please ensure a system is in place to obtain required documentation

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Information pertaining to a child was reviewed.Based on the information provided it is noted that a Care Plan is required. Some suggestions were provided as the manager stated she was unaware of facilities role in developing care plans for children.
Resource provided to assist staff. Reviewed the importance of having written documentation to support staff , the family and child when implementing strategies to foster independence and success while the child attends care.
Corrective Action(s): Please ensure special instruction respecting a child's care is documented, kept current and reviewed annually or as needed.

Comments

At the inspection dated March 10, 2021, there were 15 children and 2 staff present. Facility manager is requested to provide a written response by the assigned timeline, once received Licensing will review the response and follow up if any additional information is required.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. During the inspection the facility manager provided details on the steps taken to increase monitoring of added health and hygiene measures.
Discussed capturing minor illnesses and incidents internally as an ongoing practice and provided examples of such events.
Facility currently borrows water from the emergency supplies when needed , discussed accessing water from within the school to ensure drinking water is available to children and maintaining emergency supplies (sufficient for up to 72 hours for the number of children and staff in attendance). Fridge within the room identified as a great location to store drinking water.
Playground inspections are completed prior to children accessing the yard, please ensure a system is developed to capture these inspections. Some suggestions provided.
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
Provided as a resource to assist in the development of Care Plans is the Child Care Links Care and Supervision ( Care Plans ) Bulletin.
A Fraser Health child registration form is included should you wish to implement this form at your facility.
