Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During inspection Licensing noted a new climber/slide/swing structure which is over 18" high, located in the back yard with no resilient surfacing or fall zone around it.

Director of Licensing Standard of Practice "Safe Play Space" has a section entitled "Ground Surfacing" which outlines the different depths of resilient surfacing needed depending on the height of the equipment.

Licensing recommends that the Licensee read the "Instructions for Installation", including any warnings written in fine print, from the manufacturer of the equipment to ensure it has been installed correctly.

Licensee to submit written action plan to Licensing outlining their plans to ensure this equipment is safe by April 19, 2019.

In the meantime the Licensee will ensure that this equipment is only used when children are being closely supervised.
Corrective Action(s): Ensure climber/slide/swing structure meets all of the manufacturer's instructions for installation.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing tested the water accessible to children and found that it read 53C.

Licensee turned off the hot water to this sink during inspection.
Corrective Action(s): Ensure water accessible to children does not exceed 49C.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing reviewed children's documents and noted one child was missing their immunization status.

Licensing discussed that the Licensee is only required to receive the child's immunization status, not record.
Corrective Action(s): Ensure the immunization status is on file for the child who is missing the information.

Comments

At the inspection dated Mar. 20, 2019 there were 6 children and 1 staff present. At this inspection the above noted contraventions were identified.
Licensee required to submit a written action plan to Licensing with regard to the climber/slide/swing equipment located in the back yard by April 19, 2019.
Licensing required to conduct a follow up inspection.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
During inspection Licensing observed children engaged in free play.
During inspection Licensing observed Licensee interacting with children while they were engaged in activities as well as providing warnings before transitions.
During inspection Licensing discussed the following topics which the Licensee had received via email from Licensing: "Active Supervision bulletin"; "Lead in The Water handout"; "Reportable Incident Procedure bulletin".
