Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed staff files and noted that there was no proof on file that the ECE Certificates had been verified.
Corrective Action(s): Ensure ECE Certificates are verified for all staff persons.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed fire/ disaster drill records and noted that the annual disaster drill had not been recorded.

Staff stated that a disaster drill has been conducted in the past 12 months but that they had not recorded it.
Corrective Action(s): Record annual emergency drill as proof that the drill was conducted.

Comments

At the inspection dated Feb. 01, 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified.
Please submit written documentation to Licensing once above noted contraventons are addressed.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

During inspection Licensing observed children engaged in free play which consisted of: puzzles; building with magnet blocks; playing board games, working with word cards etc.

During inspection Licensing observed staff persons interacting with children, on their level, while the children were engaged in activities. Licensing observed staff change the programming based on children's requests.
