Introduction

Community Care Facilities Licensing (CCFL) inspected all care categories during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act
• the Child Care Licensing Regulation
• relevant Director of Licensing Standards of Practices

Observed Violations
RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Children were not signed out in the morning upon transfer of care to school.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: CCFL reviewed 8 children's files & found that 3 lacked a photograph.
Corrective Action(s): A photograph (hardcopy or digital) must be available for each child.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Several children require a care plan but do not have one in place yet.
Corrective Action(s): Children w/ extra support needs require a care plan that shows the:
- diagnoses relevant to their requirement for extra support
- course(s) of action recommended by health care professionals to address their extra support needs
- resources to be made available to them; ie, any adaptation of the facility to ensure their safety or comfort & any modification to the program of activities to enable them to participate in or benefit from the program

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: 2 employees' documentation were not onsite.
Corrective Action(s): All employee documentation must be onsite & readily available for review.

CCFL observed 4 violations, in which 1 violation was corrected during the inspection & corrective action for the remaining 3 violations includes obtaining employee & children documentation.

CCFL reviewed the inspection w/ the manager; however, she completed this report & the risk assessment offsite & emailed them to the manager & the director.
