Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A valid criminal record check was not available for one staff person. The manager stated it had been approved but was not at the facility.
Corrective Action(s): Please ensure a valid criminal record check is available at the facility for all staff.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Evidence of reference checks being verified was not available for one staff person.
Corrective Action(s): Please ensure all references are verified before a person starts to work at the facility.

STAFFING: 12130 - CCLR s.19(3) - Without limiting subsection (2), if the duties of an employee include care for a child who requires extra support, a licensee must ensure that the employee has the training and experience and demonstrates the skills necessary to care for that child.
Observation: Evidence of training and experience was not available for a staff person providing care to a child who requires extra support.
Corrective Action(s): Please ensure evidence of training and experience for any staff providing care to a child requiring extra support is available.

Comments

Summary of Inspection
At the inspection dated September 28, 2020 there were seven children and three staff present. At this inspection the above noted contraventions were identified. The Licensee is required to submit a written response to the CCFL stating how the contraventions have been addressed. As part of this routine inspection a facility risk assessment tool is completed. A copy of this inspection report and the risk assessment tool was sent by email to the manager.
The manager was provided with a copy of the Resource Package for Child Care. Covid-19 prevention.
A Covid-19 Infection Control Assessment was conducted during this inspection and a copy provided to the manager.
