Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: Observed 4 couches ripped and worn.
Corrective Action(s): Ensure all furniture is maintained in a good state of repair
Date to be Corrected: July 5, 2021. Covers have been ordered for the couches.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31270 - RCR s.21(d) - A licensee must ensure that all furniture and equipment for use by persons in care (d) are maintained in a safe and clean condition.
Observation: Observed 2 mops stored inside the mop buckets.
Corrective Action(s): Ensure mops are stored hanging so they can be properly dried.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: The following contraventions were noted:
- Observed broken light switches located in the main and secondary washrooms which were both covered in tape.
- One bedroom door required repair and paint
Corrective Action(s): Ensure all common areas are in good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31300 - RCR s.22(1)(c) - A licensee must ensure that all rooms and common areas are (c) maintained in a safe and clean condition.
Observation: The following contraventions were noted for rooms and common areas:
- Observed 3 holes in the lawn that pose a tripping/falling hazard to the person in care.
- Observed window to office from the exterior of the building, there was metal screening exposed posing a safety risk to person in care.
- Observed dust on ceiling fan in 1 person in cares bedroom.

Corrective Action(s): Ensure the holes are repaired and safe for persons in care to be in the yard. BC housing has been notified and a repair ticket has been put in.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31760 - RCR s.35(1)(c) - A licensee must provide the following appropriately furnished and equipped areas: (c) secure, safe and adequate storage areas for cleaning agents, chemical products and other hazardous materials.
Observation: The following was noted:
- Cleaning supplies located in laundry room were not locked.
- Observed chemical cleaners exposed in bathroom posing risk to persons in care
Corrective Action(s): Ensure cleaning agents, chemical products are secured, safe and adequately stored.

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: No TB assessment form found on 1 person of care's file. CORRECTED AT SITE: Form was completed at the time of the inspection.
Corrective Action(s): Ensure person's in care are in compliance with the province's immunization and tuberculosis control programs.

HYGIENE AND COMMUNICABLE DISEASE: 35030 - RCR s.54(1) - A licensee must establish a program to instruct, if necessary, and assist persons in care in maintaining health and hygiene.
Observation: Observed person in cares belongings exposed outside of container, no clear labelling on deodorants and lotions.
Corrective Action(s): Ensure all personal items are labelled.

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation: The following were noted:
- There were no thermometers or temperatures for the freezer or fridge in the garage. The kitchen fridge no temperatures logs were being taken for the fridge in the kitchen since April 21, 2021.
- Observed open packing of food not in containers or labelled.
Corrective Action(s): Ensure that all food is safely stored and temperatures are monitored.

NUTRITION AND FOOD SERVICES: 37020 - RCR s.62(1)(b) - A licensee must ensure that a menu, made in accordance with this section, is developed (b) in any other case, for at least each 4 week period.
Observation: Observed Fall/Winter menu posted in kitchen.
Corrective Action(s): Ensure correct menu season is posted for persons in care

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Weights not recorded since January 2020 for 1 person in care
Corrective Action(s): Ensure monthly weights are recorded
Date to be Corrected: Before end of June 2021
