Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Criminal Record Check on file for a new staff is not site specific. A clearance is in place from another facility and the manager has applied for a clearance through the facility.
Corrective Action(s): Please ensure staff records are current prior to employment

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: In discussion with staff, an emergency drill has been practiced but was not recorded.
Corrective Action(s): Please ensure all records are complete.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): Licensing observed both GCC<36 mths and GCC (30-sa) groups mixing during outdoor play. Discussed further with the manager.
Corrective Action(s): A reminder to follow the schedule provided at application and maintain groups as per legislative requirements.

At today’s inspection there were 16 children and 7 staff present.
At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed, and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates.
- Online Incident reporting
- Filtered water available
- Active Play and safety in warmer weather - shading
- Communicable disease prevention practices
- Temporary Placements / exemptions requirements are managed
- File and facility policy audits as a regular practice
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
