Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous InspectionContraventions observed on FIR #JBES-AK9N3Y have been corrected except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: The Licensee has removed the hot tub from the outdoor play area and installed a new gate to the entrance to the back yard. The gate has a gap in between the fence post and the house that could pose an entrapment concern for the children in care. The Air Conditioner Unit is near the gate and has area's exposed at the back and to the side near the gate that also could pose a risk to the children in care.
Corrective Action(s): Ensure the entire outdoor area is enclosed and free from harm for the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In the bathroom a spray bottle with bleach in it was stored in a cabinet that did not have a safety lock on it and accessible to the children. A potty had not been emptied and was also accessible in the bathroom.
Corrective Action(s): Ensure children do not have access to objects or substances that may be hazardous.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The hot water temperature in the bathroom where the children wash their hands was recorded at 50.5* Celsius.
Corrective Action(s): Ensure hot water that is accessible to the children in care is not heated more than 49* Celsius.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: A yearly emergency practice plan has not taken place as of yet. The Licensee relayed that this have never occurred but will take place soon. This is a repeat contravention.
Corrective Action(s): Ensure monthly fire drills and annual emergency practice plans are followed through with and recorded.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: A large television is available in the playroom in the facility and the daily schedule identifies "TV Time" during various points of the day. A Screen Use policy was not available to review. DLSOP Active Play resources were shared to support the development of this Screen Use Policy.
Corrective Action(s): Ensure a Screen use Policy is developed, implemented and shared with the families in care.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): A hand towel is stored in the bathroom where the children wash there hands. The children us paper towels to dry there hands. The paper towel dispenser was at the end of the role and the hand towel was stored accessible to the children in care. The Licensee removed the hand towel and replenished the paper towels during the inspection.
Corrective Action(s): Ensure health and hygiene rules are practiced at all times.

Comments

Four children were in care during today's inspection. The group was on their way out to a local park and returned to the facility for the inspection. LO wrote the report at the Health Unit and returned to deliver the report as to not disrupt the planned outing the group was going to attend.

Supervision practices, reportable incident procedures, tap water flushing and changes to the CCAL Bill 5 were discussed today.
The Active Play policy will need some editing to include the time frame children participate in outdoor play on a daily basis.

A new fence was installed and LO spoke with the Licensee about informing Licensing when changes occur to the facility.
The emergency supplies were reviewed. The Licensee relayed that she will be beginning a monitoring system to ensure the correct supplies are available. Emergency Preparedness resources were encouraged for this process.

Resources shared during today's inspection include; DLSOP Active Play, FHA Supervision and Safety Alert Information, Bill 5 Q&A, Immunization Posters, and the LO Business Card contact details.
