Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Live 5210 Program was discussed with a staff person, Live 5210 resource package left at time of inspection.
Information regarding amendments to the CCLR were also left at time of inspection.

Inspection report was reviewed with a staff person before report was signed and printed.
Licensing would like to thank the staff and children of Brentwood Nursery School for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-A3JNZP have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate of any educator or assistant employed to work in the community care facility.
Observation: Licensing reviewed posted staff documentation and noted one ECE staff person's ECE Certificate is not posted.
This violation was noted on Routine Inspection # KSEY-A3JNZP (Oct. 22/15).

Licensing reminds the Licensee of the new requirement to validate all ECE staff persons certificates upon hire, or when existing staff renew their certification, proof of this validation must be placed in staff files. This is done on-line through the BC ECE Registrar,
Corrective Action(s): Ensure all ECE staff person's valid ECE Certificates are posted in a prominent place in the facility.
Date to be Corrected: November 14, 2016.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed staff documentation and noted that one staff person is missing resume/ record of past history/ references on their file.
Corrective Action(s): Ensure all required documentation is on site for all staff person currently employed at the facility.
Date to be Corrected: December 14, 2016.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly reviewed 12 children's files and noted some children are missing immunization status. Licensing reminds the Licensee that a child's immunization record is not required, only their immunization status.
Licensing will email a sample Child Registration Form to the teachers email address to show how this information can be captured with tick boxes.
Corrective Action(s): Ensure all required documentation is on site for children enrolled.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed emergency consent cards and noted some children are missing doctor/ medical clinic information. Licensing observed that there are notes on some cards outlining the missing information, but not on all cards that are also missing information.
Corrective Action(s): Ensure all required documentation is on site for all children enrolled.

Comments

During inspection Licensing observed children engaged in the following activities: shaving cream art; free art up in the loft; science water experiment; measuring experiments; working with blocks/cars/ figurines; working with wooden trains & tracks; creating with play dough; engaged in dramatic play; working at a light table; baking etc.

Children were invited to have snack if they chose.

Licensing observed the following activities which were also accessible to children: lit stage with costumes close by; art room with mirrors/ cut branches, chestnuts, pine cones etc & paper to draw on; large murals; sand table with windmill sieves; books.

Licensing observed staff persons engaged in the activities with the children.

Licensing observed staff persons getting down to child level to talk with children and to assist with problem solving.
