Introduction

Community Care Facilities Licensing (CCFL) inspected all care categories during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act
• the Child Care Licensing Regulation
• relevant Director of Licensing Standards of Practices

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The 1st aid kit's benzalkonium chloride wipes (antiseptic topical skin cleanser) expired in 2018/12.
Corrective Action(s): Please replace w/ fresh benzalkonium chloride wipes.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Repeat violation from FIR #CGEE-BMSTZY (17/Mar/2020). An ordinarily present individual lacks her CRC.
Corrective Action(s): All ordinarily present individuals ≥ age 12 require a valid CRC. In the meantime, this individual cannot be onsite during operational hours.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Repeat violation from FIR #CGEE:

Of the 6 children in care today, 1 child was > 48 months & 5 children were 24–48 months.
Corrective Action(s): FCC permits ≤ 4 children < 48 months @ any 1 time. Ways to come into compliance:
• limit care to 4 children < 48 months @ any 1 time
• apply for a temporary placement (approval subject to CCFL's approval)

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Repeat violation from FIR# CGEE:
- B8VRM7 (29/Jan/2019)
- BMSTZY (17/Mar/2020)
2 children's medical practitioner contact information was left blank on their file.
Corrective Action(s): All requirements of CCLR s.57 are required by children's 1st day of care.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Only partial evidence of the employee's 20 hours of RA training is onsite.
Corrective Action(s): Evidence of the employee's full ≥ 20 hours of RA training must be onsite.
