Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: During inspection it was noted that the kitchen cupboard doors are showing significant wear and there are many areas near the handles and edges that is worn down to the wood. The worn areas are not able to be disinfected or cleaned properly
Corrective Action(s): Please ensure the kitchen cupboards and drawers maintained in a good state of repair

RECORDS AND REPORTING: 39630 - RCR s.91(3) - A licensee must ensure that a record relating to a person in care is accessible only to employees who require access to perform their duties in relation to the person in care.
Observation: During the inspection it was noted that the cabinet where personal information binders that include information about the PIC's was not locked and is located in a common area of the home where persons other than staff or PIC's have access to
Corrective Action(s): Ensure all personal information relating to persons in care is stored appropriately to prevent access

Comments

An approval letter for an emergency restraint has been requested. The facility continues to monitor and report the restraint to the appropriate parties until the safety plan can be completed by the behavioral support agency and approved by CLBC and Doctors

Thank you to the staff and management for their support and participation in the routine inspection at Quadling house. The house is well maintained and very person centered.
