Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed a large pot of homemade soup simmering on the stove unattended. This kitchen area is open to the children in care. While Licensing was in the kitchen with the Manager preparing a snack, a child wandered into the space, near the stove. A staff stated that the soup was not theirs and the other facility which operates outside of their hours has left it cooking on the stove. The staff also stated that they were not monitoring the soup as it cooked. The manager turned the stove off while Licensing was present.

Licensing identified that an electrical outlet was exposed by the side door which was directly accessible to children in care
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of the employees at the facility.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 2 staff files and it was found that 1 was missing a current criminal record check. There was an record of previous application for CRC dated 2009. Manager stated that she has not applied for a new one and was unaware that it had expired.
Corrective Action(s): Please ensure that criminal record checks are renewed every 5 years or as needed and are addressed to the facility.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing reviewed the fire drill records and it was found that Oct 2016 was missing. The Manager stated that they did not complete a drill in October.
Corrective Action(s): Please ensure that each employee practices implementing the fire drill system at least once per month. This must be documented once complete.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation (CORRECTED DURING INSPECTION): Licensing reviewed the evacuation supplies and it was found that there were insufficient supplies to meet the needs of the children in the event of an emergency as defined in their evacuation plan. The facility does request a small comfort kit with supplies for each child, however these supplies are inconsistently supplied. The manager stated that in the event of an emergency they would be providing the additional food and water for the children in care. Licensing recommends an emergency kit with enough supplies to last at least 72 hours.
Corrective Action(s): Please ensure that there are enough supplies to meet the emergency plan that sets out procedures for, to mitigate, respond to and recover from any emergency.
