Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:
· Licensing, Physical Facility, Staffing, Polices & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff is missing a valid criminal record check. Until this individual has a valid criminal record check on file, they cannot be left alone with teh children.
Corrective Action(s): Please ensure all staff have a valid criminal record check on file that is facility specific.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: 2 staff files were missing evidence of certificate validation from the ECE Registry.
Corrective Action(s): Please ensure to have certificate validation evidence on file for each staff

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: A fire drill has only been practiced in the month of September.
Corrective Action(s): Please ensure to practice the fire drill every month and keep a record of this.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: One staff is missing a valid first aid certificate. This individual cannot be left alone with the children until they renew their first aid/cpr certificate.
Corrective Action(s): Please ensure children have access to someone with a valid first aid certificate at all times.

Comments

At the time of the inspection 3 children and 1 staff were present.

The following discussions were had regarding:

- Importance of supervision and ensuring it is maintained at all times.
- Flushing of taps for the reduction of lead in drinking water
- Reportable Incidents and reporting within 24 hours (section 52, 55 & Schedule H). Contact Licensing Duty Line (604.587.3936), should you not directly speak to your Licensing Officer.
- removing "preschool" from the advertising on the sign and door to the facility and from registration forms and the daily schedule.
- removing reference to the Licensing Officer in the Guidance policy
- removing section 18 as referenced in the medication policy
- when a child would need a care plan on file
