Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Licensing observed that the approved and designated sleeping area is being used for storage purposes. Manager stated that currently nap area is not being used for children as most children sleep during the same time frame and when a child requires an earlier nap the main play area is used for sleeping. Licesning discussed having separate sleeping area accessible to infants and toddlers at all times.
Corrective Action(s): Please ensure a separate sleeping area located away from any activities is available for children at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During review of four staff files Licensing observed that one staff's recently renewed ECE certificate was not verified through the ECE Registry.Licensing provided education that whenever a ECE certificate is renewed it needs to be validated through the Early Childhood Educator Registry.
Corrective Action(s): Please ensure that an educator or an assistant holding a certificate issued under Division 2; must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The two fire extinguishers in the facility were scheduled to be serviced by March 3,2022.
Corrective Action(s): Please ensure all fire extinguishers used as part of your facilities emergency plan are serviced annually

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon review of four children's records, one file did not have a start date recorded.
Corrective Action(s): Please ensure children's files are complete when they start attending the facility.

Comments

At the inspection dated April 20, 2022 there were four children, two staff and Manager present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.

The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by April 22, 2022 The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the Manager:
·When using climbing equipment, ensure there is at least 1.8 metres (6 feet) of clearance all around it.
·Replenishing contents of the first aid kit
·Storage of staff personal belongings to prevent accessibility to young children
·Positioning of outdoor play equipment away from the chain-link to prevent climbing

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on April 20, 2022.
