Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During inspection licensing reviewed five employee files. One employee file did not contain a criminal record check. Upon discussion with the manager, the staff was able to produce one, however it was not site specific. The manager said that the licensee had submitted an application for a site specific form and it had not yet arrived.
Corrective Action(s): Please ensure to obtain a site specific criminal record check for all employees.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the inspection licensing reviewed five employee files. One employee file did not contain evidence that the manager had obtained character references in respect of the person.
Corrective Action(s): Please ensure to have on file evidence that the manager had obtained character references for all employees.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the inspection licensing reviewed five employee files. One file did not contain evidence that the employee's certification had been verified by the system maintained by the early childhood educator registry.
Corrective Action(s): Please ensure to obtain record that the employee's certification had been verified by the system maintained by the early childhood educator registry.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During inspection licensing reviewed 12 children's files, of those one file did not contain the date of enrolment in the community care facility.
Corrective Action(s): Please ensure to keep, for each child, a record showing the date of enrolment in the community care facility.

Comments

Summary of Inspection:
During today’s inspection, there were 14 children, 2 staff and the manager on site.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
During inspection licensing discussed the process for development of a care plan, and the use of medical consent forms for potentially administering an epi pen for a child.
Discussed the use of a bouncing toy, and provision of sufficient soft surfacing underneath when in use.
Discussed documentation of annual emergency evacuation plan has been practiced once per year in addition to the monthly fire drills.
Reviewed the requirements for ensuring the phone number for medical practitioner is moved from previous years, or siblings file forward to current file, to ensure these are available in an emergency situation.
