Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing observed that two certificates were not validated and verified via the online system maintained by the early childhood educator registry. The website was shown to the facility during the inspection.
Corrective Action(s): Ensure that all certificates are validated and verified via the online system maintained by the early childhood educator registry, and include the proof of validation in staff files.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): Licensing observed that for the month of October 2023, the fire drill was not recorded. Staff mentioned that it has been completed and implemented with children during that month.
Corrective Action(s): Ensure that all fire drills are recorded and documented.

This is the first full routine inspection of the facility since being licensed.

At the inspection dated Nov. 23, 2023there were 6 children and 1 staff present. The manager was also on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility manager during the inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- New staff files and procedures
- Contents of emergency kits and accessibility of supplies
- Storing of cleaning products
- Reportable Incident procedures
- Staff to initial after each written log in the minor incident log bound book

A copy of this report was sent to the facility.
