Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed:
-A tear in the carpeted stairs going the upper area
-The fabric chair was visibly soiled and in need of cleaning
-The change pad were observed to have at least 4 tears preventing effective sanitization
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of the employees

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing reviewed five staff files, of those one file did not contain a validated certification. This was corrected during the inspection
Corrective Action(s): Please ensure to verify early childhood education or assistant certification for all staff who hold a certificate.

Comments

Summary of Inspection:
· During today’s inspection, there were 8 children, the manager, one support staff, and an observer from Fraser Valley Child Development Centre present.
· At this inspection, the above noted contraventions were identified Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
· Ensure to remove staff certificates from the wall for those who had not worked in the facility in over a year.
· Keeping record of when the references had been checked prior to the start of employment in addition to a copy of the letter provided.
