Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed the following:
- the temperature in the GC1 refrigerator showed higher than 4 degrees.
- standing water was observed in tiers that children had access to on the filed where School Age children play and in the Toddler playground.
- a red tarp that has been used in the summer for shade was now observed dangling in the 3-5 children's playground.
- broken toys have been discarded in an area fenced off in the 3-5 playground.
Staff said that the toys should have been palce in the garbage but they did not have the chance to do so; therefore they placed them in the fenced off area, innacessible to children.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times.

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation (CORRECTED DURING INSPECTION): During the review of the volunteer on site it was observed that the file was missing an immunization declaration. This item has been corrected while licensing was still on site.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation (CORRECTED DURING INSPECTION): During the inspection of the physical facility the following was noted:
- the passage way from the preschool room to the hallway was blocked by chairs, boxes and other materials.
- the stairs in the JK classroom leading to were blocked by a baby gate.
Corrective Action(s): Both exits have been cleared out while licensing was on site. No correction needed.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection licensing observed the following:
- expired food in the preschool classroom and group child care in the emergency bins.
- no fire extinguisher in the infant room
Corrective Action(s): Please provide a corrective plan s how the items named above will be addressed.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the routine inspection it was observed the following:
- on few classrooms attendance sheet the time out has been missed. Manager said that the facility used two kinds of sign in and out- a paper sign in and an app that parents can use. This is a repeat contravention from 2023.
- when children are absent a blank space is left but no records indicating why the child is absent or if they are absent.
Corrective Action(s): Please ensure accurate records are maintained.

Comments

At the inspection dated February 21, 2024 there were 76 children, 12 staff, 1 volunteer and the manager present. At this inspection the above noted contraventions were identified. The licensee is required to address the contraventions, bring the facility into compliance, and provide a written response to Licensing by the date written below. Licensing will review the response.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed:
· A system in place for the emergency supplies and practicing the emergency evacuation with the emergency supplies.
· Storage of toys and other broken materials.
