Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed inside the facility:
-a shelf over 4 feet tall was not anchored to the wall.
-many items were located on high shelves. This could be a potential fire hazard or a falling hazard.
-one electrical outlet cover was missing.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: One of the chairs had a large crack and was being held together with duct tape.
Corrective Action(s): Please ensure all furniture is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: The following was observed in the outdoor play area:

-rotting wood on the climber
-the protective membrane was exposed. This could cause a potential tripping hazard
Corrective Action(s): Please ensure the indoor and outdoor areas of the facility are safely constructed and free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed inside the facility:
- rust on the washroom stalls. This could cause a potential health hazard. Please correct by March 19, 2020
-bleach and water sollution was placed on a low shelf within easy reach of the children
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The temperature was measured for three sinks in the washroom. Two of the three sinks measured a temperature of 53 and 54.9 Degees Celsius. This is a repeat contravention from inspection # KSEY-B9UQTQ
Corrective Action(s): Please ensure that the water accessible to children does not exceed 49 Degrees Celsius to comply with the legislation.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: In discussion with the daycare staff they have completed an annual evacuation drill for the year. There was no documentation date for the emergency evacuation drill.
Corrective Action(s): Please ensure when emergency drills are completed that this is documented.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Ten children's records of twenty-five were reviewed. Two children were missing a photo
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: One child at the facility requires medication in an emergency. Upon review of the child's file, no care plan was observed.
Corrective Action(s): Please ensure a care plan is created to ensure the health and safety of a child who requires medication in an emergency.

Comments

At the inspection dated March 12 there were 21 children, 3 staff and the Manger was present. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to licensing by April 2, 2020 addressing the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water

The following resources were provided:

· Reportable incident forms

This report was completed on March 12, 2020 and reviewed with the Manager on March 19, 2020 prior to signing.

In discussion with the Manager it was noted during the inspection that another program was using the playground while the group child care was inside. The group daycare is not licensed for preschool. Please ensure the group daycare is the only program that uses their designated play area.
