Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection it was observed that 9 walls have holes and areas where the gyprock is exposed at the children's level.
Corrective Action(s): Ensure all walls are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): It was observed that there were cleaning products and soap stored under the sink in the washroom and is accessible to children. The play room had an electrical outlet that did not have a protective cover on it
Corrective Action(s): Ensure children do not have access to any substances or object that is hazardous

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: It was observed that some of the fire drills have been recorded but after reviewing the book where incidents and accidents are recorded for the past year, it showed most months had not been recorded. A discussion with licensee revealed that the fire drills and emergency evacuation drills were practiced but not always recorded.
Corrective Action(s): Ensure there is a system for recording fire and emergency drills.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection the daily attendance records were reviewed as well as children's files. It was observed that 2 children who attended the program were not recorded in attendance. It was also observed that some attendance records had days where arrival and departure times for several children were missing.
Corrective Action(s): Ensure attendance records are complete for each day and contain all the children that attend on each day.

Comments

During inspection when the attendance records and children's files were reviewed, it was discovered that there was 4 children under 36 months attending 4 days in December. The Licensee explained that the child no longer attends the program. Licensing Officer took the opportunity to go over Schedule E with Licensee and to review how many children the licence permits under the age of 36 months. The Licensee has agreed not to register any more children under 36 months until one of the current children turns 36 months.

At the inspection dated February 14, 2019 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified. As part of this routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
