Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR)and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Furniture, equipment, and/or fixtures were in disrepair, including: loose heating metal baseboards accessible to the children in both rooms ( Rm. #1 and Rm. #2)
Corrective Action(s): Ensure that all furniture, equipment and fixture are clean and in good repair.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Staff certificate was not validated by the ECE registry.
Corrective Action(s): Ensure that all staff files are complete.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire extinguishers available on site were not serviced annually.
Corrective Action(s): Ensure that fire extinguisher is serviced and tagged annually.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 6 children files were reviewed; 2 of them were missing their Dr. information and emergency contact.
Corrective Action(s): Ensure that all children files are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 6 children files were reviewed; 2 of them were missing their pictures/ digital photographs.
Corrective Action(s): Ensure that all children files are complete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: The care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Ensure that care plans are reviewed at least once a year in consultation with the parent.

Comments

At the inspection dated November 6, 2023 there were 16 children and 2 staff present. At this inspection above contraventions were identified. The Licensee is required to take corrective actions to bring the facility into compliance by below date. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
